Both Infinite Content and Action Dragger count with the option Pause Video, but the first does it through the interaction of the user with the caller, while the dragger pauses when it's available on Timeline. Pausing the vídeo is the default option when the dragger appears. The Action Dragger type Manual can be set not to pause the video but the type Auto can't because it divides the clip beneath in 3 different parts.
In order to pause or keep playing the vídeo under the Manual Action Dragger, you need to check or uncheck the option Pause Video available on the Behaviour submenu (Properties Panel). It is checked by default, which means that as soon as the interactivity enters the scene, the video will automatically come into pause. However, you can uncheck the option if it's required by your project.
